Focus on finding a system you can and will keep updated. That is the only thing that matters.

Small-town entrepreneur and blogger Becky McCray offers some good advice for small local businesses and organizations who have bad web sites. Most of her suggestions involve some time and effort but not money.
To Becky’s suggestions I would add this one: If you have zero budget, start a site at WordPress.com. If you can get your thoughts organized there, everything you do can be later exported into a site with more capabilities if you need them.
